Sippy Joseph, PMP
Mr. Joseph is a certified project management professional with more than 20 years of experience managing the development and maintenance of websites for Federal agencies, including the U.S. Department of Health & Human Services, the Substance Abuse and Mental Health Services Administration, the U.S. Department of Education, the U.S. Department of Homeland Security, and the Nuclear Regulatory Commission. His experience spans enterprise applications; data warehousing solutions; mobile-responsive Web platforms; Cloud databases; serverless architectures; geographic information system mapping applications; mobile applications for Federal agencies; website design, testing, and security for Federal agencies (per National Institute of Standards and Technology [NIST] and Federal Information Security Management Act [FISMA] guidelines); and AWS Cloud architecture. He has successfully led the integration of secure authentication and authorization mechanisms, role-based access controls, and enterprise identity solutions to support mission-critical systems. Mr. Joseph is an expert programmer trained and proficient in conducting needs analysis, developing requirements documents, producing wireframes, designing Web applications and data tools, developing databases, and conducting design and report preparation.
Mr. Joseph supervises a multidisciplinary team of programmers, testers, quality assurance specialists, and Web developers in delivering secure, scalable, and mission-aligned IT solutions for Synergy staff and clients. He is well versed in software architecture and development as well as system administration. He conducts requirement analysis, system and application design, interface development and implementation, database development and design, and case study and report preparation. He applies technology solutions based on what is best suited for the client environment. Mr. Joseph has worked with a variety of applications to design and develop Web portals for various platforms, including enterprise applications, data warehousing, mobile applications, Cloud databases, serverless, and geographical information system mapping applications. Mr. Joseph has been instrumental in Synergy obtaining an Authorization to Operate (ATO) for .gov websites. This ATO is based on Synergy’s compliance with NIST and FISMA guidelines, agency security, and Web standards.
